Warden
Major Craig Rowe
Major Craig Rowe began his career in corrections as a Deputy at the Washington County Detention Center on November 18, 1996. He was assigned to the “booking squad” in May of 1998 and was promoted to Deputy First Class in December 1999. He was promoted to Corporal in April 2003 and was assigned to the newly created position of Female Housing Unit Supervisor. Rowe was promoted to the rank of Lieutenant in February 2009 and was assigned to the daylight shift as the Shift Commander. In June 2012 he was promoted to the rank of Captain and assigned as the Operations Captain / Chief of Security. He was again promoted on August 2, 2013 to the rank of Major and became the Warden of the Washington County Detention Center.
Major Rowe graduated from Hagerstown Community College with an Associate’s Degree in Administration of Justice and from Shippensburg University with a Bachelor of Science Degree in Criminal Justice Summa Cum Laude. Rowe is a graduate of the National Jail Leadership Command Academy and is a Certified Jail Manager (CJM) through the American Jail Association.
Major Craig Rowe was selected and recognized by the American Jail Association as the 2015 Correctional Administrator of the Year during the 34th Annual Conference and Expo in Charlotte, NC.
Major Rowe is a member of the American Jail Association, the American Correctional Association, the Maryland Correctional Administrator’s Association, the Maryland Criminal Justice Association, Correctional Accreditation Manager’s Association, and is a Duly Authorized Inspector with the Maryland Commission on Correctional Standards.
Major Rowe has served as a member of the Advisory Board of the National Jail Leadership Command Academy at Sam Houston State University. He was appointed to the Western Maryland Children’s Center Advisory Board, serves on the Washington County Criminal Justice Coordinating Committee, the Washington County Drug and Alcohol Abuse Council and the Overdose Fatality Review Team (OFRD).
Assistant Warden
Captain Edward S. Long
Captain Long was appointed Assistant Warden of the Washington County Detention Center in 2012. Before that, he worked his way up through the various ranks, serving as a Shift Commander for 25 years and as the Chief of Security for four years. During his 35-year career at the Detention Center, he has served under three Sheriffs and three Wardens and is currently the longest-serving member of the Detention Division. He received his A.A. Degree at Hagerstown Junior College in Administration of Justice and is a member of the American Jail Association and the Maryland Correctional Administrator’s Association.
Captain/Chief of Security
Captain Todd Faith
Shortly after graduating from Clear Spring High School in 1981, Captain Faith entered the United States Air Force and served with the 50th AGS / 313th Tactical Fighter Squadron at Hahn Air Base, West Germany, and the 314th AMS, Little Rock, AFB. Arkansas. In 1986, Captain Faith began his career with the Maryland Department of Public Safety and Correctional Services (MDPSCS) where he was promoted to the rank of Sergeant in 1993, Lieutenant in 1997, Captain in 2000, Major in 2005, and finally Security Chief in 2014. He completed his career with MDPSCS in 2019 as the Chief of Security for the Roxbury Correctional Institution, Hagerstown.
In 2019, Captain Faith began his career with the Washington County Detention Center as a Classification Officer and eventually assumed the responsibility of assessing new arrestees for Pre-Trial release. In July of 2023, Captain Faith was promoted to his present rank as the Chief of Security for WCDC.
Captain Faith holds an Associate’s degree in the Administration of Justice from Hagerstown Community College (Magna Cum Laude) and a Bachelor’s degree in Criminal Justice from Purdue Global (Summa Cum Laude).
He has served as a duly authorized auditor for the Maryland Commission on Correctional Standards since 1993 and graduated from the Maryland Executive Leadership School in 1999.
