Media Release: UPDATED INFORMATION
A second individual was arrested in connection with the March 1, 2025, Hepplewhite Circle shooting.
Zion Darnell Randolph, 25, of Frederick, MD, is charged with Assault 1st Degree, Reckless Endangerment, Firearm use/Felony-Violent Crime, Handgun on a Person, and Loaded Handgun on a Person. Randolph is currently being held at the Washington County Detention Center without bond.
Through the investigation, Deputies have determined that a female pulled her vehicle into the driveway of a residence on Hepplewhite Circle. Two children and Randolph accompanied the female. Two other cars pulled up to the base of the same driveway. The children and Randolph entered the residence at the end of the driveway. Tinsley-Jiggetts exited one of the vehicles and physically confronted the female outside the residence’s front door.
Randolph exited the front door of the residence with a handgun, at which time Tinsley began to flee on foot, and Randolph proceeded to fire multiple shots.

All persons charged are presumed innocent until proven guilty in a court of law.

On March 1, 2025, at approximately 12:17 pm, Deputies responded to the 13100 block of Hepplewhite Circle for a reported shooting.
Witnesses reported hearing multiple gunshots and seeing two vehicles flee the area.
The investigation has determined that the incident began as a domestic disturbance. No one was injured in the incident.
The investigation into this incident continues, but one party is in custody.
Bernard Steven Tinsley-Jiggetts, 19, of Hagerstown, MD, has been charged with Assault 2nd Degree, Stalking, Telephone Misuse, Harassment, and False Imprisonment.
